Getting Around
Go to the transport for London website. They operate the underground and bus networks, as well as monitor taxi services. If you are going to be making more than two journeys a day using public transport, it may be cheaper to buy an all day travel card, which permits unlimited travel within a certain area. If you are only going to be making one or two journeys a day it may be cheaper to buy return journey tickets, or if you are going to be staying in London for more than a week, it would make sense to get an oyster card.
Things to do
If you're in a bind and can't find/afford a room there is a 24 hour internet cafe/food mart on Pared Street just a few blocks down from Paddington station called Food City. As of 12/2008 all night internet use is 8 pounds and they have a toilet to use.
